It's not really about the job listings, it's about being found and recruited. People will pay to if they think there's a better chance of being discovered in this small, elite club as opposed to a club that lets everyone and anyone in. However, The Ladders could never market themselves that way, it would send the wrong message to those who can't get in the club.
